It's a sign that says Corgi Motor School, like a drivers education car.
It is also is hooked up to the front wheels so you can steer the car with it.

I know I did, I've owned this for 40-45 years. And I thought I was strange I still have a few cars from the 1950s some in poor shape never could toss them out l.o.l. Cars were more interesting back then . |
